I was referring to situations where it is necessary/safer to be in the middle of the lane rather than slightly to the right. It isn't illegal to ride in the middle of the lane, so your friend's ticket may have been successfully argued in court. Still, it's not a good idea to ride your bicycle in the middle of the road.
